Established in 1954, the Utility Contractors Association of New England, Inc. (UCANE) is comprised of over 250 major contractors and associated businessmen and women who perform underground utility construction projects (water, sewer, electrical, gas, fiber optics, etc.) primarily in Massachusetts and throughout New England. Our membership is made up of both union and non-union companies ranging in size from small family owned businesses to large corporations, as well as MBE, WBE and DBE firms.
Our Contractor Members…build some of the most complex water and sewer pipeline distribution, and drain and stormwater systems for state agencies, including the Massachusetts Water Resources Authority (MWRA) and Boston Water & Sewer Commission (BWSC) as well as the 351 cities and towns in MA. In addition to installing pipe, our members build above ground water and sewer pump and metering stations, treatment plants, and storage tanks and vaults. Our Associate Members…design, build, finance, insure, bond and supply materials and equipment to the underground water and sewer industry.
Our Goals include:
- Maintaining water and sewer funding as a top priority and getting projects out-to-bid and on-the-street as quickly as possible.
- Lobbying state and federal governments and agencies to support the State Revolving Loan Fund Program (SRF) which is our country’s primary drinking water and wastewater pollution control project funding source at levels which will close the more than $20 Billion “needs” gap over the next decade.
- Cooperating with local cities and towns and the MA Department of Environmental Protection (MassDEP) to ease access to SRF funds in order to put as many projects out-to-bid each year as possible.
- Proposing and filing legislation, monitoring all pending legislation, regulation changes and the MA Attorney General’s position papers on issues affecting the construction industry.
- Supporting MA state agencies (MassDEP, MWRA and BWSC) and local DPWs which have the primary responsibility for supplying clean drinking water to citizens; and implementing wastewater pollution control, and protecting drinking water sources and recreational waterways, including harbors, bays, estuaries, beaches, rivers, and lakes.
- Assuring that all contractors have a “level playing field” when bidding on work; that state laws on competitive bidding are followed; and that local government contracts are awarded to the lowest qualified bidder.
